Pennsylvania doesn’t license or regulate private process servers. In addition to the sheriff, original process may be served also by a competent adult in the following actions: equity, partition, prevent waste and declaratory judgment when declaratory relief is the only relief sought.
This means you can start your own process server business or go to work for someone else without waiting for a license. And while I recommend you investigate your insurance options, a bond or liability policy isn’t required.

Head over to the Unified Judicial System of Pennsylvania website and familiarize yourself with the rules of civil procedure.
Print up some business cards. Tell everyone you know about your new business. Pass out marketing letters to law firms, and if you’re really committed, make a website to promote your services twenty-four hours a day.
